Local Aging and Disability Action Plan

MADI was awarded a grant by the California Department of Aging to partner with Age Friendly San Anselmo and San Anselmo town staff and leadership to develop the now completed Age and Disability-Friendly Action Plan. The plan aims to improve community livability for people of all ages and abilities by addressing the current, emerging, and future needs of San Anselmo’s older adults, people with disabilities, and their caregivers. This will be achieved through cross-sector collaboration, transformational systems, and elevating the strengths and voices of community partners to ensure full inclusion in all town planning initiatives.

San Anselmo is the fifth largest municipality in Marin County with an estimated population of 12,830. It is only one of 11 town and city jurisdictions in Marin and is surrounded by approximately 460 rural and urban unincorporated areas governed by Marin County. With a total of 2.7 square miles, San Anselmo has only three major roads that intersect at the central business district. With 8 parks and 160 acres of open space, San Anselmo is one of the best social outdoor gathering spots in Marin. As of 2023, 27% of San Anselmo’s residents were 60 years or older.

Age and Disability-Friendly San Anselmo: 2025–2028 Action Plan Building an Inclusive Community for Every Age and Ability

San Anselmo is proud to be one of the first communities in California to adopt a joint Age and Disability-Friendly Action Plan, aligning with the California Master Plan for Aging and the World Health Organization’s Age-Friendly Communities framework.

This three-year action plan (2025–2028) reflects the voices and lived experiences of residents, caregivers, and individuals with disabilities. Developed through surveys, community forums, and focus groups, the plan provides a bold vision for equity, inclusion, and accessibility across seven key focus areas:

  1. Remaining in Community
    Support affordable, accessible housing, aging in place, and home-sharing opportunities.
  2. Health, Well-Being & Caregiving
    Expand caregiver support, inclusive recreation, and access to home-delivered services.
  3. Transportation & Safe Mobility
    Improve walkability, sidewalk safety, accessible crossings, and transit awareness.
  4. Climate Change & Safety
    Promote emergency preparedness, neighbor-to-neighbor support, and local resilience.
  5. Connected & Included in Community
    Ensure inclusive spaces, programs for all abilities, and intergenerational activities.
  6. Having Voice in Community
    Invite people with disabilities and older adults into town planning and leadership.
  7. Communication & Information
    Enhance digital and physical communication with accessibility tools and inclusive language.

​Implementation

The Town of San Anselmo owns and leads the Age and Disability-Friendly Action Plan, which is integrated into the Town’s Master Plan. This commission will play a central role in ensuring that goals are achieved and that the plan reflects the evolving needs of the community.

The Town will form an Age and Disability Committee in a process involving a formal application process with appointments made by the Town Council. This committee will play an advisory role to the Parks and Recreation Commission and the Town Council and will be a liaison between the community and the Town Staff.

The plan is a living document, designed to adapt over time through community engagement, input, and emerging priorities.
